从事货物进出口或者技术进出口的对外贸易经营者，应当向中华人民共和国商务部（以下简称商务部）或商务部委托的机构办理备案登记。登录中国国际电子商务网填写《对外贸易经营者备案登记表》；2、营业执照复印件；3、组织机构代码证书复印件；4、对外贸易经营者为个体工商户（独资经营者），须提交合法公证机构出具的财产公证证明原件；5、法定代表人身份证复印件;6、依法办理工商登记的外国（地区）企业，须提交经合法公证机构出具的资金信用证明文件原件。以上材料均需加盖公章《对外贸易经营者备案登记办法》（2004年6月商务部令第14号）第五条（三）向备案登记机关提交如下备案登记材料：1、按本条第二款要求填写的《登记表》；2、营业执照复印件；3、组织机构代码证书复印件；4、对外贸易经营者为外商投资企业的，还应提交外商投资企业批准证书复印件；5、依法办理工商登记的个体工商户（独资经营者），须提交合法公证机构出具的财产公证证明；依法办理工商登记的外国（地区）企业，须提交经合法公证机构出具的资金信用证明文件。Foreign trade operators engaged in the import and export of goods or technology shall complete the filing and registration with the Ministry of Commerce of the People's Republic of China (hereinafter referred to as the "Ministry of Commerce") or the institutions entrusted by the Ministry of Commerce. 1. Log in to the China International Electronic Commerce Network and fill out the *Registration Form for Foreign Trade Operators' Filing*; 2. Copy of business license; 3. Copy of organization code certificate; 4. If the foreign trade operator is an individual industrial and commercial household (sole proprietor), the original notarized property certification issued by a legitimate notary institution shall be submitted; 5. Copy of ID card of the legal representative; 6. For foreign (regional) enterprises that have completed industrial and commercial registration in accordance with the law, the original capital credit certification issued by a legitimate notary institution shall be submitted. All the above materials shall be affixed with the official seal. Article 5(3) of the *Measures for the Filing and Registration of Foreign Trade Operators* (Order No. 14 of the Ministry of Commerce, June 2004) stipulates that the following filing and registration materials shall be submitted to the filing and registration authority: 1. The *Registration Form* filled out in accordance with the requirements of Paragraph 2 of this Article; 2. Copy of business license; 3. Copy of organization code certificate; 4. If the foreign trade operator is a foreign-invested enterprise, a copy of the Approval Certificate for Foreign-Invested Enterprises shall also be submitted; 5. For individual industrial and commercial households (sole proprietors) that have completed industrial and commercial registration in accordance with the law, the notarized property certification issued by a legitimate notary institution shall be submitted; for foreign (regional) enterprises that have completed industrial and commercial registration in accordance with the law, the capital credit certification issued by a legitimate notary institution shall be submitted.
