Definition: Traditionally, immigration to Germany is covered by nationality. In the meantime, however, this criterion is too short. For example, emigrants receive German citizenship on entry, but also growing parts of the formerly foreign population have now accepted German citizenship, so that the delimitation by nationality no longer applies. As of the 2005 microcensus, it is possible to map a person’s migration status more comprehensively. In addition to the nationality and immigration status of the person himself, the corresponding information from his parents is collected. According to the definition of the migration background according to § 4(1) of the Participation and Integration Act of 14.2.2012 (GV.NRW.S. 97), people with a migration background are —Persons of foreign nationality, or persons born abroad and immigrated after 1949, or —Persons where at least one parent has emigrated. Persons whose assignment to the population with a migrant background results solely on the basis of characteristics of a parent not living in the household can only be identified as persons with a migrant background within the framework of the microcensus every four years. Thus, in the corresponding years, the evidence of the population with a migrant background is increased compared to the rest of the years.
