Sovereign Cognitive Infrastructure Agent (SCIA) v2: A Law-Native, Governance-Grade Artificial Intelligence Architecture for Public Infrastructure, Sovereign Autonomy, and Democratic Governance Description The Sovereign Cognitive Infrastructure Agent (SCIA) v2 is a comprehensive research framework that presents a governance-oriented architectural approach for the design, engineering, and deployment of artificial intelligence within public infrastructure. Rather than treating governance, constitutional principles, legal compliance, ethics, cybersecurity, and accountability as external regulatory requirements, SCIA explores how these considerations can be incorporated directly into system architecture and operational design. This release consolidates the complete research archive, engineering documentation, computational assets, structured datasets, technical specifications, publication materials, metadata, and supporting documentation developed for the SCIA project. It is intended to serve as a reproducible research resource for researchers, public institutions, policymakers, engineers, and academic communities interested in trustworthy AI, digital governance, critical infrastructure, and sovereign digital systems. SCIA investigates the concept of Cognitive Infrastructure Intelligence (CII), an architectural model in which intelligent systems are designed to operate within clearly defined legal, institutional, ethical, and operational boundaries while supporting transparency, auditability, public accountability, and human oversight. Unlike conventional AI deployments that primarily emphasize predictive capability or automation, SCIA focuses on governance-oriented system design, emphasizing lawful operation, institutional accountability, privacy-conscious engineering, cybersecurity, and operational resilience for safety-critical public environments. Research Scope The SCIA research program integrates multidisciplinary perspectives from: Artificial Intelligence Engineering Public Infrastructure Systems Digital Governance Constitutional and Administrative Law AI Ethics and Responsible AI Cybersecurity Engineering Post-Quantum Security Concepts Digital Sovereignty Public Sector Technology Knowledge Engineering Computational Governance Critical Infrastructure Protection Human-Centered AI Explainable AI Risk Management Systems Engineering Major Research Components This release includes a complete collection of research documents, technical references, engineering specifications, structured datasets, metadata, validation resources, and publication assets covering multiple aspects of governance-grade AI architecture, including: Foundational SCIA Architecture Cognitive Infrastructure Intelligence (CII) Technical Reference Architecture (TRA) Governance Architecture Ethics and Compliance Doctrine Public Infrastructure Deployment Models National Rail Infrastructure Reference Framework Sovereign Infrastructure Intelligence Concepts Privacy-Conscious System Design Human Oversight Architecture Explainability Framework Accountability Architecture Security Architecture Computational Governance Concepts Engineering Documentation Dataset Infrastructure Metadata Standards Publication Assets Scientific Documentation Core Architectural Themes SCIA explores several interconnected architectural principles, including: Governance-oriented AI system design Law-informed computational workflows Constitution-aware policy modeling Human-centered operational oversight Privacy-conscious architectural design Transparent decision support Auditability and traceability Risk-aware deployment methodologies Safety-oriented infrastructure intelligence Federated governance concepts Institutional accountability Operational resilience Secure infrastructure engineering Sovereign digital infrastructure principles Computational Research Archive This archive contains a structured collection of research assets including: Curated scientific datasets Metadata catalogues Data schemas Publication documentation Engineering references Validation reports Inventory records Manifest files Citation assets Research documentation Computational resources Archive metadata All research assets are organized to support documentation, reproducibility, long-term preservation, and scholarly citation.
