n the Artificial Intelligence Agency project (May 2025–May 2026), the competencies and agency of knowledge workers and management in municipalities and wellbeing services counties were studied and developed in relation to the use of generative artificial intelligence and work development. One of the research components of the project was a survey.
The primary target group of the survey consisted of public sector knowledge workers employed by municipalities, cities, and wellbeing services counties, although responses were also received from other sectors. The screening criteria for the survey required that respondents work either in a municipality or a wellbeing services county and that they use AI in their work.
Respondents were sought from different organizational positions, including employees, supervisors, and managers. Data collection was carried out electronically through a consumer panel in Finland, via electronic registry distribution, and by contacting the registries of municipalities and wellbeing services counties. Completing the questionnaire took approximately 20 minutes.
The survey consisted of five sections:

Your situation at work and your experience of using generative AI
How you gain the most benefit from AI in your work
Changes in work and readiness for a more autonomous role of AI
Finally, tell us a little about yourself and the organization you represent
The questionnaire included a total of 32 single-choice, multiple-choice, and scale-based questions.
The dataset consists of a total of 1,460 responses. After the project ends, the research data will be stored in CSC’s IDA service. The data will be retained for five years. The data storage format is CSV, and the dataset will not be updated after publication.
