Low with deficit zone of regular childcare for 0-3 year-olds recognised by Child and Family or with a certificate of supervision at neighbourhood level (400 m and 5 minutes walking). These are recognised nurseries, self-employed nurseries, minicrèches and self-employed reception parents and receiving parents affiliated to the DVO (Choice Parents’ Service). The deficit zone is the residential area that reflects the opposite of the specific target area. This data layer is updated annually in January, provided that the facility is managed and updated annually by the responsible sector/service. The device has a certain range based on walking distance, taking into account important barriers (water, ring, highway, rail, etc.) and safe crossing points for vulnerable road users (tunnels, bridges, seabs with traffic lights). A neighbourhood and district facility is given a walking distance of 400 metres and 800 m respectively (5 and 10 minutes of walking). Facilities operating on urban areas (district or postal code) have a range of 1600 metres (20 minutes walking or 8 minutes bicycles). In combination with the deficit zone, this layer gives an overview of the spatial distribution of this provision. This allows the policy to plan a balanced spatial distribution of the supply on the basis of walking distance.
