# Radium-Constrained Execution (RCE): A Runtime Model for Governing Machine Actions Radium-Constrained Execution (RCE) is a runtime model for governing machine actions through explicit execution authority. Its central proposition is simple: **an action is executable only if accompanied by a valid mandate evaluated at runtime.** This record presents the public evaluative surface of the RCE primitive. It defines:- the operational boundary of the primitive- the core invariants that must hold- the trust assumptions under which the primitive is meaningful- the public falsifiability conditions under which the primitive would fail- the minimum public evaluation surface through which the primitive may be judged RCE is not presented here as:- a general theory of intelligence- a replacement for IAM, RBAC, policy systems, or formal verification- a turnkey reproduction pack- a disclosure of implementation-specific runtime internals Instead, this publication establishes a bounded and publicly evaluable primitive claim. ## Central primitive claim RCE asserts that machine execution must be bounded by explicit runtime authority.
