Thuringian Area Reference System Field Block

For use in the application procedure of the Integrated Administration and Control System (IACS), digital data levels are required, which, with the required accuracy, represent the current situation of agricultural use. The Agricultural Parcel Identification System (LPIS) referred to in Article 68 of Regulation (EU) 2021/2116 shall be an integral part of the Integrated Management and Control System (IACS) as defined in Article 66 of that Regulation. It is applied at reference parcel level. (Regulation 2022/1172 Art. 2(1)). The Thuringian area reference system (digital ground map agriculture, DGK-Lw for short) is based in Thuringia on the reference parcel field block (FB) according to § 5 No. 1 GAPInVeKoS Regulation. The field block is then a contiguous agricultural area of one or more farmers surrounded by permanent borders. The field block thus contains information on the geographical location of the external borders of the agricultural area. Reference parcels are clearly numbered throughout Germany (Field Blockident — FBI). They continue to have a field block size (maximum eligible area) and a land use category. The following field block types are available: — Agricultural land (LF) — Landscape features (LE) — Special use areas (SF) — Forest areas (FF) The field blocks are classified separately according to the main land uses of arable land (AL), grassland (GL), permanent crops (DA, OB, WB), including agroforestry systems with an approved utilisation concept thereon, and according to the BNK for no ‘agricultural area’ in accordance with Paragraph 11(1)(3)(a), (b), (c) and (d) of GAPDZV (NW, EF and PK) and others. Landscape features (LE) are considered part of the eligible agricultural area under defined conditions, in accordance with Regulation (EU) 2022/1172, Article 2(7). In Thuringia, these permanent conditionality L are identified as a separate field block (FB) and are thus part of the Thuringian area reference system (field block reference). They must have a clear link to an LF-FB (agricultural area), i.e. they are located within or border directly on arable, permanent grassland or permanent crop area. For the production of the DGK-Lw (official) orthophotos of the Thuringian cadastral and surveying administration (TLBG) as well as orthophotos from self-flyings of the TLLLR are interpreted. The origin of these image data amounts to 50 % of the country’s area each year, so that current image data are available for the entire Thuringian state area each year.
