Water Right Device Points

The GWIS Device Point may or may not be associated with a water right document. There are many points that are not associated with a water right document, and therefore the point is not inherently a POD or POW (point-of-diversion or point-of-withdrawal). A point should only be thought of as a POD or POW by virtue of being associated with a water right document. The GWIS point may be associated with one or more water right documents. Many GWIS points are initially located based on the water right document’s source narrative description (legal description). However, because the GWIS point represents a physical man-made device located on the surface of the earth, it may be relocated (and coded accordingly) without changing the narrative description on the water right document.GWIS设备点位（GWIS Device Point）可与水权文件相关联，亦可无关联。此类点位中存在大量未绑定任何水权文件的情况，因此该点位本质上并非分水点（POD，point-of-diversion）或取水点（POW，point-of-withdrawal）。点位仅在与水权文件建立关联的前提下，方可被认定为分水点或取水点。单个GWIS设备点位可关联一份或多份水权文件。多数GWIS设备点位最初依据水权文件中的源叙述性描述（法律描述）完成定位。然而，由于GWIS设备点位指代的是设置于地球表面的实体人工设施，因此可在不修改水权文件中叙述性描述的前提下，对该点位进行重新定位并相应更新编码。
