Public participation mechanism for stream conservation of community forestry in Lien-Hua-Chih area

Ecosystem management should combine community and forestry together, and accomplish the community-based forest ecosystem management. The purpose of this research is to assess the totally social benefit of forest ecosystem management, and explore the interactive relationship between forest ecosystem management and community development, and the model of community forestry. The major issues of the project include participation mechanism of local people and aboriginals, impact and influence of ecosystem management on the development of local community, and contribution and value of ecosystem management to local economy. In this year, a analysis of stream conservation and public participation mechanism will be implemented in Lien-Hua-Chih area, in order to understand the content, effect, participation method, and community development problem in the local area. Through the research, an interactive model between ecosystem management and community development will be established. Also, the effect of forest management will be intensified, and the local economy will be improved. In addition, the illegal cutting and cultivation in forest land will be reduced, and national forest will be conserved.生态系统管理应当统筹社区与林业发展，实现基于社区的森林生态系统管理。本研究旨在评估森林生态系统管理的整体社会效益，探究森林生态系统管理与社区发展之间的互动关系，以及社区林业的发展模式。本项目的核心研究议题包括当地民众与原住民的参与机制、生态系统管理对地方社区发展的影响，以及生态系统管理对地方经济的贡献与价值。本年度，研究团队将在莲华池（Lien-Hua-Chih）地区开展溪流保护与公众参与机制相关分析，以厘清当地的保护内容、实施成效、参与路径及社区发展现存问题。通过本研究，将构建生态系统管理与社区发展的互动模型，同时强化森林管理成效，推动地方经济发展。此外，还可减少林地内的非法砍伐与开垦行为，保护国有森林资源。
