This Environmental Assessment analyzes the environmental impacts of the National Marine Fisheries Service, Office of Protected Resources' proposal to issue an Incidental Harassment Authorization, pursuant to section 101(a)(5)(D) of the Marine Mammal Protection Act, to the Washington State Department of Transportation for the take of small numbers of marine mammals incidental to conducting the Vashon Seismic Retrofit Project in Vashon Island, Washington.
