DSi – Complex Projects – Contours

This dataset contains the digital vectorial version of all final approved plan elements – of the type of lines – of the complex projects. The suspensions and destructions of the Council of State are also included. A plan element is an object by which the government concerned reflects on the graphic plan the scope of (part of) the spatial option it has taken on the basis of certain urban planning regulations, if it considers it necessary. This object can always be conceptually traced back to a plane, line or point, to which a certain legend symbol has been assigned. To ensure the link between a “location” and the “full set of regulations that apply in that location”, it is necessary to unravel a plan in some complementary vector-format geodata layers. In this way, we obtain a clear link between prescription texts and their accompanying plan elements. Rules linked to linear or point shaped plan elements, unlike those linked to planes, can never cover underlying plan elements in the sense that they replace them. The planning elements are available in this dataset insofar as they have already been charged by the relevant provincial government, which owns the data and is responsible for the content.本数据集收录复杂工程项目中所有最终获批的线状规划要素（plan element）的数字矢量版本，同时涵盖国务委员会（Council of State）作出的暂停与撤销相关决定涉及的内容。规划要素是指相关政府在认定必要时，基于特定城市规划法规作出空间选择（部分或全部）后，用于在制图规划中体现该选择范围的对象。该对象在概念上始终可追溯至面状、线状或点状要素，并已分配有专属图例符号。为建立"区位"与"该区位适用的全部法规"之间的关联，需将规划拆解至若干互补的矢量格式地理数据图层（geodata layer）中。通过此方式，可明确建立法规条文与其配套规划要素之间的关联。与线状或点状规划要素相关的法规，不同于与面状规划要素相关的法规，绝不可能以替代的方式覆盖其从属的规划要素。本数据集收录的规划要素，仅限已由相关省级政府完成数据归集的要素；该类省级政府拥有数据所有权并对内容负有责任。
