Inspired-compliant development plan of the city of Freiburg im Breisgau. Development Plan 4-027b entered into force on 25 March 2011. A development plan contains the legally binding fixings for the urban planning order and is the central element of building management planning. The building community regulates where, what and how to build. In principle, the development plan must be developed from the land use plan. The data is available in the INSPIRE-PLU data model and is available via OGC:WMS and predefined ATOM.本数据集为符合空间信息基础设施（INSPIRE）规范的布赖斯高地区弗赖堡市开发规划。编号为4-027b的开发规划于2011年3月25日正式生效。开发规划承载了城市规划秩序中具备法律效力的固定条款，是建筑管理规划的核心组成部分。该规划明确了建设的选址、建设内容与实施方式。原则上，开发规划需依托土地使用规划制定。本数据集采用INSPIRE-PLU数据模型，可通过开放地理空间信息联盟（OGC）网络地图服务（WMS）及预定义ATOM供稿接口获取。
