By means of articles of association, the municipality may, within the scope of a development plan, establish its right of pre-emption of undeveloped land or, in areas in which it is considering urban planning measures, designate land in order to secure an orderly urban development in which it has a right of pre-emption of the land.市政当局可通过章程规定，在开发规划的框架范围内，就未开发土地设立优先购买权；或在拟实施城市规划措施的区域内划定土地，以保障形成有序的城市开发格局，且市政当局在该格局下对相关土地享有优先购买权。
