The objective of the Model of Measurement of the Voice of Citizenship is to maintain a continuous conversational state with the citizenry to develop improvement actions that will be measured later according to the perception of one’s own citizenship and what he expects from the service.公民之声测量模型（Model of Measurement of the Voice of Citizenship）的核心目标，是与全体公民建立并维持持续的对话互动，以此制定针对性改进举措；后续将基于公民自身的公民身份感知及其对服务的预期，对这些改进举措开展成效评估。
