Risk prevention plans (RPPs) are the State’s key instrument for risk prevention. Their objective is to control development in areas at risk. The development of a PPR generates a spatial dataset organised into several data sets. The same PPR includes the spatial datasets containing: — scope of exposure to risks, — restricted areas of the plan once approved. The RPP regulations distinguish between ‘Building prohibited areas’, known as ‘red areas’, where the general rule is the prohibition on construction; ‘required areas’, known as ‘blue zones’ where projects are subject to requirements adapted to the type of issue and hazard, and areas not directly exposed to risks but subject to prohibitions or requirements. The data are informative, only paper documents with the prefecture’s visa are authentic.风险预防计划（Risk Prevention Plans，RPPs）是国家开展风险预防工作的核心工具，其核心目标为管控风险区域内的开发活动。 编制单份RPP将生成一套划分为若干子数据集的空间数据集（spatial dataset）。同一份RPP所包含的空间数据集涵盖以下内容： — 风险暴露范围， — 计划获批后的限制管控区域。RPP的监管规则将此类区域细分为三类：建筑禁止区域，俗称‘红区’，通用规则为禁止一切建设活动；合规要求区域，俗称‘蓝区’，区内项目需根据问题类型与灾害类型适配相应合规要求；以及未直接暴露于风险，但仍受相关禁止或合规要求约束的区域。 本数据集仅作信息参考用途，唯有加盖行政府（prefecture）官方审批签章的纸质文件方为真实有效凭证。
