The General Mute Rule provides for the exemption from the licence requirement of the Keur to dampen a fire loot or other surface water body.
The card consists of the following 4 layers.
— Urban area (damps with compensation)
— Nature (damps with compensation)
— GHG < 1 meter below ground level (damps with compensation)
— Mute without compensation
通用静默许可规则（General Mute Rule）规定，豁免Keur（Keur）的许可要求，以开展针对火灾径流或其他地表水体的抑制作业。该卡片包含以下四类层级：
— 城市区域（需附带补偿的抑制作业）
— 自然区域（需附带补偿的抑制作业）
— 地下1米以下的温室气体（GHG, Greenhouse Gas）（需附带补偿的抑制作业）
