Annex II of the INSPIRE Directive defines this topic as follows: "Digital elevation models for land, ice and sea areas. This includes terrain model, depth measurement and coastline.’ Continuous coverage, which uses systematic tessellation based on a regular four-sided rectified grid, wherein the elevation property value is usually known for each of the grid points forming its value range.《INSPIRE指令》附件二对该主题作出如下界定：“适用于陆地、冰区与海域的数字高程模型（Digital Elevation Model），涵盖地形模型、水深测量及海岸线要素。” 该类数据采用基于规则四边校正网格的系统镶嵌技术实现连续覆盖，构成其取值范围的每一个网格点通常均已记录高程属性值。
