Nature — Natura 2000 Special Conservation Areas (SACs) in Central Region

The Natura 2000 network comprises 2 types of regulatory areas: special Protection Areas (SPAs) and Special Conservation Areas (SACs). The Special Areas of Conservation (SAC) aim at the conservation of the habitat types and animal and plant species listed in Annexes I and II to the European Habitats Directive of 21/05/1992. In order to designate the SACs, each Member State shall submit its proposals to the European Commission in the form of a pSIC (proposal for a Community Interest Site). After approval by the Commission, the PSIC is listed as a Site of Community Interest (SIC) for the European Union and is integrated into the Natura 2000 network. A ministerial order then designates the site as a SAC.自然2000网络（Natura 2000）涵盖两类法定管控区域：特殊保护地（Special Protection Areas，缩写SPAs）与特别保育区（Special Conservation Areas，缩写SACs）。特别保育区的设立宗旨为保育1992年5月21日颁布的《欧洲生境指令》附录一与附录二中所列的生境类型及动植物物种。为完成特别保育区的指定工作，各欧盟成员国须以共同体利益地提案（proposal for a Community Interest Site，缩写pSIC）的形式向欧盟委员会提交立项申请。经欧盟委员会批准后，该提案所涉场地将被纳入欧盟共同体利益地（Site of Community Interest，缩写SIC）名录，并整合进自然2000网络。随后由部长令将该场地正式指定为特别保育区。
