Industrial Policy and Export Product Upgrading Potentiality: A Study Based on the Chinese Government-Approved Project Dataset

We constructed a new Chinese industrial policy measure at the product level based on 96,778 government-approved from 2009 to 2017. We classify the products into 3-digit codes according to the Standard International Trade Classification Revision 3 (SITC Rev.3). The aggregate amount of government-approved projects on a specific product measures policy intensity. Our findings reveal that Chinese industrial policy can generally enhance EPUP.本研究基于2009至2017年的96778项政府核准项目，构建了产品层面的全新中国产业政策测度指标。本研究依据《国际贸易标准分类修订第3版》（Standard International Trade Classification Revision 3，SITC Rev.3）将产品划分为3位数编码类别。特定产品对应的政府核准项目总规模，即为该产品的政策强度测度指标。研究结果显示，中国产业政策总体上能够提升EPUP。
