Law 22/2011 of 28 July 2011 on contaminated waste and soil defines as a waste producer ‘any natural or legal person whose activity produces waste (initial waste producer) or any person carrying out pre-treatment, mixing or other operations resulting in a change in the nature or composition of such waste’.
