Local Government Borrowing Database (LGBD)

The Local Government Borrowing Database (LGBD), produced by the World Bank City Creditworthiness Initiative, compiles quantitative and qualitative information on local government borrowing frameworks, debt liabilities, and financing practices in developing countries. The database includes country-level, city-level, legal and regulatory, and debt securities data derived from official government sources, international organizations, rating agencies, and multilateral development institutions. It records information on local government debt instruments, lending sources, debt service, bond issuances, credit ratings, regulatory frameworks, and transparency practices. The dataset aims to support analysis of local government access to finance, subnational debt markets, and borrowing enabling environments.
