The effect of Al3+ and P5+ on the absorption and fluorescence properties of Yb3+ doped quartz glass at 1018 nm was investigated for the first time in the world by using the sol-gel method combined with high temperature sintering of nanopowders. The normalized fluorescence intensity of Yb-P-doped quartz glass series at 1018 nm was significantly better than that of other series. Using Raman spectroscopy combined with ultra-low temperature electron paramagnetic resonance (EPR 4K), the coordination environment of Yb3+ was precisely resolved from the atomic scale in this paper. In the Yb3+-doped quartz glass, the coordination environment of Yb3+ is very different with the introduction of Al3+ and P5+, which is consistent with the effect pattern of Al3+ and P5+ on the spectral properties of Yb3+ at 1018 nm.
