Agri-environmental measures (AEM) are implemented in accordance with Community rules, as part of the European rural development policy. They are part of the Hexagonal Rural Development Programme (HRDP). Among them, territorialised agri-environmental measures (MAETs) are a scheme designed to apply to specific areas with targeted challenges within priority action areas (Natura 2000 sites and priority watersheds defined under the Water Framework Directive).The perimeters of these territories describe the management areas of the unit MAET elements.农业环境措施（Agri-environmental measures, AEM）作为欧盟农村发展政策的组成部分，需依照欧盟共同体法规予以实施，隶属于六边形农村发展计划（Hexagonal Rural Development Programme, HRDP）。其中，属地化农业环境措施（territorialised agri-environmental measures, MAETs）是一项面向优先行动区域内存在特定针对性挑战的特定区域制定的专项计划，此类优先行动区域涵盖依据《水框架指令》（Water Framework Directive）划定的Natura 2000保护区与优先流域。上述区域的边界即为单个MAET单元的管理范围。
