Scope and status of the Water Management and Planning schemes of the Adour-Garonne and Loire-Bretagne watershed.
A SAGE is a water management planning document at the level of a coherent hydrographic unit (watershed, aquifer, etc.). It sets general objectives for the use, development, quantitative and qualitative protection of water resources. It must be compatible with the SDAGE (Director Plan for Water Planning and Management).
The scope and time frame within which it is drawn up shall be determined by the SDAGE; failing that, they shall be adopted by the prefect or prefects, where appropriate on a proposal from the local and regional authorities concerned.
The SAGE is established by a Local Water Commission (CLE) representing the various actors in the territory, subject to public inquiry and approved by the Prefect. It has a legal scope: the regulation and its mapping documents are enforceable against third parties and decisions in the water field must be compatible or made compatible with the sustainable management and management plan (SMP) of the water resource.
Planning documents (scheme of territorial coherence, local planning plan and municipal map) must be compatible with the protection objectives defined by the SAGE. The departmental career plan must be compatible with the provisions of the SAGE.
The perimeters of the SAGEs correspond to one or more hydrographic reference units or a part of a hydrographically coherent hydrographic reference unit.
The different phases of a SAGE:
— emergence (prefectural decree defining the perimeter)
— instruction (prefectural decree constituting the “CLE”)
— preparation (prefectural decree approving the “SAGE”)
— implementation
— revision
