For natural PPRs, the Environmental Code defines two categories of zones (L562-1): risk-exposed areas and areas that are not directly exposed to risks but where measures can be foreseen to avoid exacerbating the risk.Depending on the hazard level, each area is subject to an enforceable settlement. The regulations generally distinguish three types of areas:1- ‘Building prohibited areas’, so-called ‘red areas’, where the hazard level is high and the general rule is the construction ban;2- ‘prescription areas’, known as ‘blue zones’, where the hazard level is medium and projects are subject to requirements adapted to the type of issue; 3- areas not directly exposed to risks but where constructions, works, developments or farms, agricultural, forestry, crafts, commercial or industrial could aggravate risks or cause new ones, subject to prohibitions or requirements (cf. Article L562-1 of the Environmental Code). The latter category applies only to natural RPPs. The regulatory area concerns the PPRI Ognon sector Lure.针对自然风险防护区（PPRs），《环境法典》第L562-1条明确划定两类区域：风险暴露区，以及虽未直接暴露于风险但可通过预先采取措施避免风险加剧的区域。 依据危险等级差异，每类区域均需遵守可强制执行的管控要求。 现行法规通常将区域划分为三类： 1. 禁止建设区（俗称"红色区域"）：该区域危险等级较高，原则上实施建设禁令； 2. 规定管控区（prescription areas），又称"蓝色区域"：该区域危险等级为中等，建设项目需根据具体问题类型适配相应管控要求； 3. 非直接风险暴露区：该区域虽未直接面临风险，但各类建设工程、开发活动或农、林、手工业、商业及工业经营场所可能加剧既有风险或引发新风险，因此需遵守相关禁令或管控要求（参见《环境法典》第L562-1条）。 上述第三类区域仅适用于自然风险防护区（RPPs）。 本次管控范围涉及吕尔市（Lure）奥尼翁（Ognon）PPRI片区。
