Risk prevention plans (RPPs) are the State’s key instrument for risk prevention. Their objective is to control development in areas at risk. The development of a PPR generates a spatial dataset organised into several data sets. The same PPR includes the spatial datasets containing: — scope of exposure to risks, — restricted areas of the plan once approved. The RPP regulations distinguish between ‘Building prohibited areas’, known as ‘red areas’, where the general rule is the prohibition on construction; ‘required areas’, known as ‘blue zones’ where projects are subject to requirements adapted to the type of issue and hazard, and areas not directly exposed to risks but subject to prohibitions or requirements. The data are informative, only paper documents with the prefecture’s visa are authentic.风险预防计划（Risk Prevention Plans, RPPs）是一国开展风险预防工作的核心工具，其目标为管控风险敏感区域内的开发活动。 编制此类风险预防计划时，将生成一套空间数据集，该数据集被划分为若干子数据集。同一项风险预防计划所包含的空间数据集涵盖以下内容： — 风险暴露范围； — 计划获批后的限制区域。根据风险预防计划的监管规范，限制区域可细分为三类：其一为“禁止建设区”，俗称“红色区域”，此类区域的通用准则为严禁开展任何建设活动；其二为“适配管控区”，俗称“蓝色区域”，区内项目需结合问题类型与灾害特征适配相应管控要求；其三为未直接暴露于风险之中，但仍受相关禁令或管控要求约束的区域。 本数据集仅作信息参考用途，唯有加盖地方管辖机构签章的纸质文件方为真实有效的法定凭证。
