Restaurant registration and licensing in Pakistan are hindered by outdated regulatory frameworks and the absence of a digitized, integrated system, resulting in complex, time-consuming, and costly compliance processes for Food Business Operators (FBOs). The current system requires excessive physical visits, prolonged approval timelines, and high administrative costs, creating significant regulatory sludge i.e. unnecessary bureaucratic hurdles, redundant documentation, and procedural inefficiencies. These challenges not only increase the financial burden on restaurant owners but also discourage business formalization, impede sectoral growth, and reduce overall ease of doing business. Addressing these inefficiencies through automation, digital integration, and streamlined regulatory coordination is essential for fostering a transparent, efficient, and business-friendly environment in Pakistan’s restaurant industry. This study evaluates the regulatory landscape for restaurant registration, licensing, and approvals in Lahore, identifies inefficiencies and overlapping functions among regulatory authorities, and proposes policy and technical interventions to improve ease of doing business. The research is organized around four objectives: Develop a Comprehensive Functional Matrix of Regulatory Authorities; Identify overlapping duties across government agencies involved in restaurant regulation and assess how integrating these functions can reduce procedural sludge, remove redundancies, and streamline compliance. Conduct a Situational Analysis of Registration and Licensing; Map the current registration, licensing, and approval processes across relevant authorities; document regulatory hurdles faced by restaurant owners; and empirically estimate the total cost burden (including informal payments and other sludge-related costs) imposed by the existing system. Quantify the Costs of Regulatory Sludge; Measure the financial burden that delays, redundancies, and inefficiencies impose on restaurant startups. Calculate sludge costs as a share of total setup expenses and assess their macroeconomic impact by estimating their contribution to (and effect on) Punjab’s hospitality-sector GNP. Design a Digitized, Automated, and Integrated Process Flow; Map existing workflows, identify opportunities for automation, and propose a government-led web application that consolidates registration, licensing, and compliance into one digital platform. The proposed design aims to increase transparency, shorten timelines, standardize inspections, and make Lahore’s restaurant sector more business-friendly and investment-ready.
