Certification of Carbon Removals — Part 1

The European Commission is developing a certification mechanism for nature-based (NBS) and technology-based carbon removal solutions (TBS). To support its development, this report reviews twelve existing NBS and TBS regarding their potential to remove carbon and their suitability for deployment within Europe. Each solution is described with their maturity, estimates of carbon removal potential (tCO2-e), costs, practical challenges and permanence aspects. By documenting different key characteristics the report supports the development of a robust and effective system to incentivise uptake of carbon removals within Europe.This report is published alongside a second, related report,"Certification of carbon removals — Part 2: A review of carbon removal certification mechanisms and methodologies”.欧盟委员会正在为基于自然的碳去除解决方案（nature-based solutions, NBS）与基于技术的碳去除解决方案（technology-based carbon removal solutions, TBS）研发一套认证机制。为支撑该机制的开发，本报告针对12种现有NBS和TBS展开综述，评估其碳去除潜力以及在欧洲境内部署的适配性。针对每种解决方案，本报告将从其成熟度、碳去除潜力估算值（tCO₂-e）、成本、实际挑战与持久性等维度进行详细说明。通过梳理各类关键特征，本报告将助力构建一套健全且高效的体系，以激励欧洲境内碳去除技术的推广应用。本报告与另一篇相关报告《碳去除认证——第二部分：碳去除认证机制与方法综述》同步发布。
