Measures the ability of housing voucher holders to find housing in the private rental market. The Housing Choice Voucher (HCV) program is the federal government's largest low-income housing assistance program where people can seek housing in the private market. The maximum housing assistance is generally the lesser of the payment standard minus 30% of the family's monthly adjusted income or the gross rent for the unit minus 30% of monthly adjusted income.
