Stony Creek Floodplain Risk Management Plan

This Floodplain Risk Management Study investigates what can be done to reduce or\r\nmanage the effects of flooding in the catchment. The Floodplain Risk Management Plan\r\nrecommends a mix of strategies to manage the risks of flooding.\r\nUsing the merits-based approach advocated in the NSW State Government’s Floodplain\r\nDevelopment Manual (2005) and in consultation with the community, Council and state\r\nagency stakeholders, a number of potential options for the management of flooding were\r\nidentified.\r\nThese options included:\r\n• flood modification measures;\r\n• property modification measures; and\r\n• emergency response measures.\r\nAn extensive list of options was assessed against a range of criteria (technical, economic,\r\nenvironmental and social). Hydraulic modelling of some of the flood modification options\r\nwas undertaken to provide a comprehensive analysis of those options that would involve\r\nsignificant capital expenditure.

本洪泛区风险管理研究（Floodplain Risk Management Study）旨在探究可采取何种措施以减轻或管控流域内洪水灾害的影响。本次洪泛区风险管理规划（Floodplain Risk Management Plan）提出了一套组合策略，用以管控洪水风险。
研究采用新南威尔士州（New South Wales）州政府2005年版《洪泛区开发手册》（Floodplain Development Manual）中倡导的基于优劣评估的方法，并联合社区、地方议会及州级机构利益相关方开展磋商，最终确定了多项洪水风险管理的潜在方案。
上述方案涵盖：
• 洪水调控措施；
• 财产防洪改造措施；
• 应急响应措施。
研究针对上述一系列方案，依据技术、经济、环境与社会等多维度评估标准开展了全面评估。针对部分涉及大额资本支出的洪水调控方案，研究开展了水力模型模拟（Hydraulic modelling），以对其展开全面分析。
