A frozen snapshot of the data underlying the paper "Filter, Not Editor: How Notice-and-Comment Reshapes Regulatory Obligations." It contains sentence-level regulatory obligations extracted from the U.S. Federal Register and related documents, proposed-to-final rule pairings, and per-obligation survival classifications, sufficient to reproduce the paper's reported survival, net-flow, deontic-drift, agency, and significance figures.
