2004 DATAR Activity Report The DATAR is an interdepartmental Mission Administration. The Interministerial Delegation for Spatial Planning and Regional Attraction (DATAR) is a service of the Prime Minister made available to the Minister in charge of spatial planning. DATAR prepares, stimulates and coordinates state-led spatial planning policies. As such, it ensures the preparation of the Interministerial Committees for the Planning and Development of Territories (CIADT), during which major decisions on spatial planning are taken.The action of the DATAR is guided by a twofold objective: — to strengthen the attractiveness of the French territories, — to ensure their cohesion and balance in an enlarged Europe. The Delegation leads the Observatory of Territories, a place of synthesis and perspective of information on the territories produced by State departments, local and regional authorities and public bodies for study and research.2004年DATAR活动报告 DATAR即跨部门行政特派团。部际空间规划与区域吸引力代表团（Interministerial Delegation for Spatial Planning and Regional Attraction，缩写DATAR）是总理为负责空间规划的部长设立的跨部门服务机构。该机构负责制定、推动并协调国家主导的空间规划政策，为此需筹备领土规划与发展部际委员会（Interministerial Committees for the Planning and Development of Territories，缩写CIADT），该委员会负责审议空间规划领域的重大决策。 DATAR的行动遵循双重目标：一是强化法国各领土的吸引力；二是在扩大后的欧洲范围内保障各领土的凝聚力与发展平衡。该代表团主管领土观测站（Observatory of Territories），该平台用于整合并展望由国家部门、地方及区域当局、供研究使用的公共机构所生成的领土相关信息。
