Potentially Vulnerable Areas (PVAs) are geographical areas that are designated for flood management under the Flood Risk Management Act (Scotland) 2009. They show parts of catchments and coastal areas where nationally significant flood risk exists now or is likely to occur in the future. PVAs are located within Flood Risk Management Local Plan Districts (LPDs) which are a broader unit of management. PVAs help SEPA and responsible authorities in Scotland understand and prioritise where work could benefit the most. They are a vital part of protecting people, properties, businesses, communities, infrastructure and our environment.

潜在脆弱区域(Potentially Vulnerable Areas, PVAs)指依据《2009年苏格兰洪水风险管理法案》划定用于洪水管理的地理区域。此类区域标识出汇水区与沿海区域中当前存在或未来可能出现全国性重大洪水风险的区段。潜在脆弱区域均划定于洪水风险管理地方规划区(Local Plan Districts, LPDs)范围内,后者为更宽泛的管理单元。PVAs可协助SEPA与苏格兰各责任主管部门明晰治理方向,并对可产生最大效益的工作区域进行优先级排序。此类区域是保护民众、财产、企业、社区、基础设施与自然环境的关键组成部分。
