Territorial assistance

The Provincial Health Plan, in accordance with the provisions of national legislation, provides for the essential level of "district assistance". The objective of the level is to ensure the following performance: 1. Primary health care 2. Territorial health emergency activities 3. Pharmaceutical assistance provided through local pharmacies 4. Supplementary assistance 5. Outpatient specialist care 6. Outpatient and home territorial assistance 7. Residential and semi-residential territorial assistance 8. Spa assistance. The functions of prevention, health education, as well as the outpatient, home and semi-residential treatment of morbid forms and disabilities through 1st level interventions and diagnostic, therapeutic and rehabilitative emergency intervention and, again, the promotion through residential treatments, the recovery of the autonomy of dependent subjects and the elderly are specific to the Basic Medicine Service. Within the territorial area, the health district, the technical-functional unit of the Basic Medicine Service, assumes strategic importance. The enhancement and promotion of the health district are now established principles and criteria of the health policy of the Autonomous Province of Bolzano. To the health district is added the social one. Both have the same catchment area and have a common headquarters that brings together all the services of both the health district and the social district. The managing bodies of social services are the Comprehensive Communities and in Bolzano the Social Services Company of Bolzano. In all social districts, if nothing else, socio-pedagogical assistance, social economic assistance and home care are offered. For larger districts, in addition to the headquarters, support structures are provided, defined as reference points.本省级卫生计划依据国家立法规定，确立了“区域援助”的基准层级。该层级的目标是保障以下服务范畴： 1. 初级卫生保健 2. 属地卫生应急行动 3. 通过本地药房提供的药品援助 4. 补充援助 5. 专科门诊服务 6. 门诊与居家属地援助 7. 居住与半居住属地援助 8. 温泉疗养援助 预防保健、健康教育，以及通过一级干预手段开展的疾病与残疾门诊、居家及半居住照护，诊断、治疗与康复类应急干预，还有通过居住照护促进失能主体与老年人自主能力恢复的相关职能，均属于基本医疗服务（Basic Medicine Service）的专属范畴。 在属地范围内，作为基本医疗服务技术职能单元的卫生辖区（health district）具有战略重要性。强化与优化卫生辖区，现已成为博尔扎诺自治省卫生政策的既定原则与标准。 与卫生辖区配套的还有社会辖区（social district）。二者的服务覆盖范围一致，且共享一处办公总部，统筹卫生辖区与社会辖区的全部服务。社会服务的管理主体为综合社区（Comprehensive Communities），在博尔扎诺则为博尔扎诺社会服务公司（Social Services Company of Bolzano）。所有社会辖区均会提供至少包括社会教育援助、社会经济援助与居家照护在内的服务。 针对规模更大的辖区，除总部外，还设有被定为参考节点的支撑架构。
