A7_ASSIETTE_SUP_S_054 The following may be classified as protected forests for reasons of public utility: — woods and forests whose conservation is recognised as necessary to maintain land on the mountains and on slopes, to defend against avalanches, erosions and invasions of water and sand; — woods and forests located on the outskirts of large agglomerations; — woods and forests in areas where their maintenance is necessary either for ecological reasons or for the well-being of the population. Protected forests shall be subject to a special forestry regime as regards, inter alia, management and exploitation rules, the exercise of grazing and use rights, the excavation and extraction of materials and the search and exploitation of water resources by public authorities or their delegates. Classification as a protection forest prohibits any change of use or any land use method that would jeopardise the conservation or protection of afforestation.A7_ASSIETTE_SUP_S_054 出于公共效用目的，以下森林可被划定为公益保护林（protected forests）： ——为维持山地与坡地的土地稳定、防御雪崩、水土流失及水沙入侵而被认定有必要开展保护的林木与森林； ——位于大型城镇建成区近郊的林木与森林； ——因生态需求或保障居民福祉而有必要开展管护的区域内的林木与森林。 公益保护林须适用特殊林业管理制度，具体涵盖经营与利用规则、放牧权与使用权的行使、物料的采掘与提取，以及公共主管部门或其授权机构对水资源的勘查与开发利用等事项。 被划定为公益保护林后，严禁任何可能危及林木保护与管护目标的土地用途变更或土地利用方式。
