Flood Risk Prevention Plans are the main flood risk prevention tool. Their objectives are to characterise flood risk and regulate the development of urbanisation in risk areas to reduce the vulnerability of people and property.
The regulatory documents are approved after consultation with the municipalities and residents and the issuance of the prefectural decree. The regulations distinguish three types of zones:
_ “red areas” where the hazard level is high and the general rule is the prohibition on construction;
_ areas subject to so-called “blue zones” where the hazard level is average and the projects are subject to requirements adapted to the type of issue;
_ areas not directly exposed to risks but in which constructions, works, developments or farms, agricultural, forestry, craftsmanship, comercial or industrial holdings could aggravate risks or cause new ones, subject to prohibitions or requirements (cf. article L562-1 of the Environmental Code). The latter category applies only to natural RPPs.
