Dataset Direct Download Service (WFS): Linear issues taken into account in the PPRN flooding of the Charente River in the commune of Saintes en Charente-Maritime

Generally speaking, the stakes are people, property, activities, cultural or environmental heritage elements, threatened by a hazard and likely to be affected or damaged by it. The sensitivity of an issue to a hazard is called “vulnerability”. This object class brings together all the issues that have been addressed in the RPP study. An issue is a dated object whose consideration depends on the purpose of the RPP and its vulnerability to the hazards studied. A PPR issue can therefore be considered (or not) depending on the type or types of hazard being addressed. These elements form the basis of knowledge of the land cover necessary for the development of the RPP, in or near the study area, at the time of the analysis of the issues. The data on issues represent a (figible and non-exhaustive) photograph of assets and individuals exposed to hazards at the time of the development of the risk prevention plan. This data is not updated after approval of the RPP. In practice they are no longer used: the issues are recalculated as necessary with up-to-date data sources.一般而言，受险标的（stakes）是指受灾害威胁、并可能因此遭受影响或损毁的人员、资产、各类活动，以及文化或环境遗产要素。受险对象（issue）对灾害的敏感程度，被定义为“脆弱性（vulnerability）”。 该对象类涵盖了风险预防计划（Risk Prevention Plan, RPP）研究中涉及的全部受险对象。所谓受险对象，是一类带有时间标记的研究对象，其是否被纳入考量取决于风险预防计划的目标，以及其针对所研究灾害的脆弱性。因此，是否纳入某一风险预防计划相关受险对象，需根据所应对的灾害类型而定。 在受险对象分析阶段，上述要素构成了在研究区域内或其周边开展风险预防计划编制所需的土地覆被认知基础。 受险对象相关数据，是风险预防计划编制阶段内暴露于灾害中的资产与人员的（具象化且非穷尽式）快照。该数据在风险预防计划获批后不再更新。实际应用中此类数据已不再直接使用：研究人员可根据需要，依托最新数据源重新计算受险对象相关信息。
