Inspire-compliant development plan of the city of Freiburg im Breisgau. Development plan 7-002.1a entered into force on 9.10.2020. A development plan contains the legally binding determinations for the urban planning and is the central element of construction management planning. The setting-up community regulates where, what and how can be built. In principle, the development plan must be developed from the land use plan. The data is available in the INSPIRE-PLU data model and is available via OGC:WMS and predefined ATOM.布赖斯高地区弗赖堡市符合欧盟空间信息基础设施（INSPIRE）标准的开发规划。 开发规划7-002.1a于2020年10月9日正式生效。 开发规划包含城市规划领域具有法律约束力的各项规定，是建设管理规划的核心组成部分。规划编制主体明确规定了建设的选址、类型与实施方式。原则上，开发规划需依托土地利用规划编制而成。 本数据集采用INSPIRE土地利用规划（INSPIRE-PLU）数据模型，可通过开放地理空间联盟（Open Geospatial Consortium, OGC）网络地图服务（Web Map Service, WMS）以及预定义ATOM格式获取。
