Single-DOI deposit of the Integrated Coherence Measurement Framework / Boundary Coherence Model (ICMF/BCM) at framework-publication state. Comprises four bound layers: (1) the 477-page Master Canonical Specification v3.1, defining 31 diagnostic attributes, 16 failure gates, 8 composite scores, an 8-member λ-family of decay/asymmetry estimators, 11 diagnostic instruments, 12 capacity indicators, 6 audit classes, 15 validation burdens, and 3 locked decisions (D-1 Individual-Scale suspended, D-2 mandatory dual CIS reporting, D-3 MRP required at publication); (2) the Minimum Reproducibility Package (engine v0.1.0-mrp) — seven JSON schemas, the Volcker reference audit, the MVI-4 pipeline skeleton with G3 fully executable per Master §V.3.3.1, and a 32-test smoke suite that runs without pytest; (3) four Stage-0 worked audits with deterministic hash-anchored replay — Volcker (AC-III, B-band functional, zero gates triggered), Boeing (AC-II, 1997–2026, F-band, with v2 runtime/stress instrumentation: Monte Carlo, threshold sweeps, adversarial perturbation), Enron AC-II comparator with Boeing-vs-Enron cross-case panel (Enron F-band terminal, Boeing F-band with partial repair signal), and the Federal Reserve System AC-III/AC-IV hybrid 2007–2024 high-ambiguity stress case (C/Mixed band, where the apparatus must preserve mixed classification rather than force collapse); (4) deposit-level metadata: README, CITATION.cff, MANIFEST.md (SHA-256 anchor for all 106 files), STAGE_STATUS.md, CONCORDANCE.md (cross-walk to the prior BCM Reviewer Paper deposit at DOI 10.5281/zenodo.19724076), and LICENSE.md. This is the framework's first end-to-end public publication and the floor of validation Burden 14.A per Master §IX.13a (locked decision D-3). The deposit operates under the Stage 0 / Tier-I Signal cap until the validation programme of Master Part VIII is discharged. No claim — methodological, empirical, or comparative — in this deposit advances above Tier-I Signal without external corroboration registered against the 15 validation burdens. Specification is not validation.
