Public Schools and COVID-19: A Comparative Policy Analysis of Country Responses

Abstract
The COVID-19 pandemic disrupted education systems worldwide, forcing schools to close and transition to remote and hybrid learning. These sudden changes have exposed weaknesses in public education, including unequal access to technology, inconsistent policy responses, and limited preparedness for large-scale disruptions. This qualitative comparative study examined how different national education systems responded to the pandemic and identified strategies that supported learning continuity and student well-being during the crisis.
Using a constructivist framework, the study analyzes international policy reports, government publications, and research from organizations such as UNESCO, OECD, UNICEF, and the World Bank. Through thematic coding and cross-case comparison, COVID responses from five countries (the United States, Finland, South Korea, South Africa, and Nigeria) were examined to identify shared challenges and effective practices.
Four key themes emerged from the analysis. First, significant learning loss occurred across systems, with students from lower socioeconomic backgrounds experiencing the greatest setbacks. Second, the effectiveness of remote learning depended heavily on the availability of digital infrastructure, highlighting persistent digital inequities. Third, hybrid and multimodal instructional approaches proved valuable in maintaining educational continuity during school closures. Finally, mental health support and community engagement were essential for sustaining student participation during prolonged disruptions. Education systems that combined strong digital infrastructure, coordinated policy responses, and targeted remediation strategies demonstrated greater resilience in mitigating learning loss. Based on the findings, the study proposes the Crisis-Ready Learning Model (CRLM), a framework based on equitable access, multimodal instruction, advanced learning strategies, comprehensive student support, and data-driven methods to strengthen educational resilience in future crises.
