Local Hospital Groupings

At the request of the Senate’s Social Affairs Committee, the Court of Auditors investigated local hospital groups (GHT). To facilitate the development of cooperation activities between health institutions, the GHT are mandatory and fulfil two main tasks: Increase the efficiency of the provision of public care and seek a rationalisation of management methods. The heterogeneity of GHT, particularly in terms of size and means, does not allow them to provide a sufficient answer to the question of equal access to care between territories. Due to legal, financial, technical and statutory constraints, the GHT did not fundamentally change the relationships between institutions. As a result, their impact on the supply and consumption of care was also not significant. The Court makes eight recommendations for the territorial organisation of public hospitalisation to be completed.应参议院社会事务委员会的要求，审计法院对地方医院集团（GHT，Local Hospital Groups）展开了调查。为推动卫生机构间合作活动的开展，地方医院集团为强制设立的机构，承担两项核心职能：提升公共医疗服务供给效率，以及实现管理方法的合理化。 地方医院集团在规模与医疗资源配置层面存在异质性，无法针对各辖区间医疗服务可及性均等化的问题给出充分解决方案。受法律、财务、技术及法定约束的限制，地方医院集团并未从根本上改变各机构间的关系，因此其对医疗服务供给与消费的影响亦较为有限。审计法院针对公共住院服务的地域化组织架构提出了八项完善建议。
