Risk prevention plans (RPPs) are the State’s key instrument for risk prevention. Their objective is to control development in areas at risk. The development of a PPR generates a spatial dataset organised into several data sets. The same PPR includes the spatial datasets containing: — scope of exposure to risks, — restricted areas of the plan once approved. The RPP regulations distinguish between ‘Building prohibited areas’, known as ‘red areas’, where the general rule is the prohibition on construction; ‘required areas’, known as ‘blue zones’ where projects are subject to requirements adapted to the type of issue and hazard, and areas not directly exposed to risks but subject to prohibitions or requirements. The data are informative, only paper documents with the prefecture’s visa are authentic.风险预防规划（Risk Prevention Plans，缩写RPPs）是国家层面开展风险预防工作的核心工具，其目标为对风险易发区域内的开发活动进行管控。 编制单份风险预防规划会生成一套空间数据集，该数据集被划分为若干子数据集。同一份风险预防规划所包含的空间数据集涵盖以下内容： — 风险暴露范围； — 规划获批后的限制区域。根据风险预防规划的相关规制要求，限制区域可细分为三类：其一为「禁止建设区」，俗称「红色区域」，通用规则为严禁开展建设活动；其二为「合规管控区」，俗称「蓝色区域」，该区域内的项目需结合具体问题类型与灾害类型，适配相应管控要求；其三为未直接暴露于风险之中，但仍需遵守相关禁令或管控要求的区域。 本数据集仅作参考用途，唯有经地方行政主管部门签章确认的纸质文件方为有效正本。
