The SCoT (Scheme of Territorial Coherence) is governed by the Urban Planning Code (Articles L and R.141-1 et seq.). It is a decisive urban planning document at the level of several municipalities or groups of municipalities, a territorial project aimed at bringing all sectoral policies into line, in particular for housing, mobility, commercial development, the environment and the landscape.
The SCoT data is broken down into three separate data:
- scot_approved: SCoT approved and enforceable. The perimeter corresponds to the perimeter of the approved document.
- scot_en_cours: Scot under development or revision. Any change to a SCoT creates a new version that replaces the previous one. Thus, an SCoT under review may have a different perimeter than the perimeter of the previous approved document.
- scot_archives: SCoT replaced, cancelled or lapsed. Any change to a SCoT creates a new version that replaces the previous one. Thus, an SCoT under revision (previously in the scot_en_course layer) that is approved and opposable therefore passes into the scot_approved layer. The SCoT that is replaced by this new one passes into the scot_archives layer. The same applies to a cancelled or lapsed SCoT (more details in the attribute dictionary below).
