Potentially Vulnerable Areas (PVAs)

Potentially Vulnerable Areas (PVAs) are geographical areas that are designated for flood management under the Flood Risk Management Act (Scotland) 2009. They show parts of catchments and coastal areas where nationally significant flood risk exists now or is likely to occur in the future. PVAs are located within Flood Risk Management Local Plan Districts (LPDs) which are a broader unit of management. PVAs help SEPA and responsible authorities in Scotland understand and prioritise where work could benefit the most. They are a vital part of protecting people, properties, businesses, communities, infrastructure and our environment.潜在脆弱区域（Potentially Vulnerable Areas, PVAs）指依据《2009年苏格兰洪水风险管理法案》划定的洪水管理地理区域。该类区域涵盖汇水区与沿海地带的部分片区，当前存在或未来可能面临全国性重大洪水风险。PVAs隶属于洪水风险管理地方规划区（Flood Risk Management Local Plan Districts, LPDs），后者是范围更广的管理单元。PVAs可助力苏格兰地区的苏格兰环境保护局（SEPA）及相关责任主体，梳理并优先开展防洪效益最为显著的工作。其在保护民众、财产、企业、社区、基础设施与自然环境的工作中，发挥着至关重要的作用。
