The development plan Altona-Altstadt 21 for the scope between Palmaille/Breite Straße and the North Elbe (Altona district, districts 201, 202) is established. The area shall be limited as follows: Palmaille – Wide road – Carsten-Rehder-Straße – via parcel 2034, north and east boundary of parcel 644 of Altona-Südwest district -Buttstraße-East boundary of parcel 1800 of Altona-Südwest district -Great Elbstraße-East boundary of parcel 613, southern boundary of parcels 613 and 1221 (Large Elbstraße), via parcel 2117 (Norderelbe), south border of parcel 2113, via parcel 2117 (Norderelbe), south border of parcel 1221 (Große Elbstraße), via parcel 2117 (Norderelbe), south-east and west border of the parcel 1909, south and west border of parcel 1144, west boundary of parcel 1221 (Große Elbstraße), southern boundary of parcel 1143, south and west boundary of parcel 1121, southern boundary of parcel 1115, over parcel 1115, west boundary of parcel 1119 of Altona-Südwest.
