Introduction The Finances of the Nation Federal Fiscal Balances data reports the distribution of federal revenue and spending across provinces from 1961 to 2018. The precise methodology is described in Tombe (2019), “Final and Unalterable – But Up for Negotiation: Federal-Provincial Transfers in Canada,” Canadian Tax Journal 66(4): 871- 917. The “Adjusted Balance” reflects the extent to which federal finances are redistributive away from or towards a province by measuring its budget balance relative to the per capita national average. This dataset The data is presented in a long format. The file includes the following normalizations: nominal dollars, nominal dollars per capita, values as share of GDP and inflation adjusted per capita dollars (2018 dollars).
