Risk prevention plans (RPPs) are the State’s key instrument for risk prevention. Their objective is to control development in areas at risk. The development of a PPR generates a spatial dataset organised into several data sets. The same PPR includes the spatial datasets containing: — scope of exposure to risks, — restricted areas of the plan once approved. The RPP regulations distinguish between ‘Building prohibited areas’, known as ‘red areas’, where the general rule is the prohibition on construction; ‘required areas’, known as ‘blue zones’ where projects are subject to requirements adapted to the type of issue and hazard, and areas not directly exposed to risks but subject to prohibitions or requirements. The data are informative, only paper documents with the prefecture’s visa are authentic.风险预防计划（Risk Prevention Plans，RPPs）是国家实施风险预防工作的核心工具，其核心目标为管控风险区域内的开发活动。 编制风险预防计划（RPP）会生成一套空间数据集（spatial dataset），该数据集可划分为若干子数据集。每份风险预防计划（RPP）所包含的空间数据集涵盖以下内容： — 风险暴露范围； — 计划获批后的限制区域。根据风险预防计划（RPP）的相关规定，限制区域可分为三类：其一为「建筑禁建区」，俗称「红色区域」，此类区域的通用规则为禁止一切建筑活动；其二为「需适配特定要求的区域」，俗称「蓝色区域」，该区域内的项目需根据问题类型与灾害类型适配相应管控要求；其三为未直接暴露于风险之中，但仍需遵守相关禁令或管控要求的区域。 本数据集仅作参考之用，仅加盖地方行政当局官方签章的纸质文件方为有效依据。
