Sils Municipal Urban Planning Plan (POUM) is the cartographic instrument for urban planning in the municipality that directs the development of the municipal territory. The Sils POUM geographic information set is made up of multiple information and planning mapping planes; all of them in PDF format. The planning areas of the municipality defined by the POUM plans are: General structure, Land regime, Protections, easements and services, Undeveloped land regulation, Land regulation (Vallcanera, urban center and dispersed towns) and Technical services (water potable, sanitation, gas and electricity).锡尔斯市城市规划方案（Sils Municipal Urban Planning Plan，简称POUM）是指导该市市域发展的城市规划制图工具。该POUM地理信息数据集由多类信息与规划制图图件组成，所有文件均采用PDF格式存储。该方案划定的市域规划分区包括：总体结构、土地权属、保护管控、地役权与公共服务、未开发土地管制、土地管制（瓦尔卡内拉片区、城市中心及分散城镇）以及技术服务设施（饮用水供应、环卫、燃气与电力）。
