Risk prevention plans (RPPs) are the State’s key instrument for risk prevention. Their objective is to control development in areas at risk. The development of a PPR generates a spatial dataset organised into several data sets. The same PPR includes the spatial datasets containing: — scope of exposure to risks, — restricted areas of the plan once approved. The RPP regulations distinguish between ‘Building prohibited areas’, known as ‘red areas’, where the general rule is the prohibition on construction; ‘required areas’, known as ‘blue zones’ where projects are subject to requirements adapted to the type of issue and hazard, and areas not directly exposed to risks but subject to prohibitions or requirements. The data are informative, only paper documents with the prefecture’s visa are authentic.风险预防规划（Risk Prevention Plans，简称RPPs）是国家开展风险预防工作的核心工具，其核心目标为管控风险区域内的开发行为。 编制风险预防规划将生成一套空间数据集，该数据集可划分为若干子数据集。每份RPP所包含的空间数据集涵盖以下内容： — 风险暴露范围； — 规划获批后的限制区域。RPP的相关监管规定对三类区域作出了明确区分：一是“建筑禁止区”，俗称“红色区域”，此类区域的通用准则为严禁开展建筑活动；二是“适配管控区”，俗称“蓝色区域”，该区域内的项目需结合具体问题与灾害类型，适配相应的管控要求；三是未直接暴露于风险之中，但仍需遵守相关禁止性规定或管控要求的区域。 本数据集仅作参考用途，唯有加盖地方行政主管部门（prefecture）审批签章的纸质文件方为有效凭证。
