In Regional Executive Resolution No 1761 of 30 November 2020 “Updating the Document for the Organizational and Functional Management of the Regional Alert System for Hydrogeological, Hydraulic, Coastal Weather Risk and Avalanche Risk”, for civil protection purposes. The phenomena of full fluvial in the reclamation network and in the major waterways are evaluated on a regional scale, for which it is possible to make a forecast of the evolution of the events based on instrumental monitoring of the hydrometric levels. The hydraulic criticality is also assessed for the waterways covered by the filling service, on which there is no instrumental monitoring: in this case, the evaluation is carried out considering only the rain provided by meteorological models, in the awareness of the limits of the forecast on small basins.The main indicator for the assessment of hydraulic hazard is the hydrometric level in the higher waterways.
本内容依据2020年11月30日第1761号地区行政决议《更新水文地质、水利、沿海气象风险与雪崩风险地区预警系统的组织与职能管理文件》,用于民防相关工作。针对围垦管网与主要河道的河流漫溢现象,本内容在区域尺度上开展评估,此类现象可通过水文水位的仪器监测数据对事件演化趋势进行预测;对于未配备仪器监测的补水服务覆盖河道,同步开展水利临界状态评估,此种情形下仅依据气象模型提供的降雨数据开展评估,同时需充分考虑小流域预报的局限性。水利灾害评估的核心指标为主要河道的水文水位。
